As I write this article, Republicans are one vote away from passage of Graham-Cassidy, legislation which would rescind the Affordable Care Act. When is a debate not a debate? This apparent paradox is particularly relevant to discussions of climate change. E.P.A. Administrator Scott Pruitt, for instance, is planning a "debate" about the science of global warming.
