Rhinelander man sentenced for 9th OWI

A Rhinelander man was sentenced late last month after pleading no contest to a charge of 9th operating while intoxicated (OWI) in Vilas County Circuit Court.

Steven Lombard, 44, has been in custody since his arrest in fall 2018. On Oct. 28, Lombard pled no contest to the charge, with public defender attorney Courtney Jolin representing him.

Vilas County District Attorney Martha Milanowski is prosecuting for the state.

Vilas County Circuit Judge Neal A. Nielsen found Lombard guilty and imposed a 10-year prison sentence, including five years initial confinement to be followed by five years extended supervision.

As part of his sentence, Lombard must continue alcohol and drug counseling as well as any other counseling deemed appropriate during that time. He must maintain absolute sobriety, pay fines and costs of more than $500. Lombard's driver's license was also revoked for several years. He is eligible for the Challenge Incarceration Program after three years served.

Lombard's sentence will run concurrently to a sentence he is already serving on charges including operating while intoxicated and hit and run.

Lombard has prior convictions in Oneida, Fond du Lac, Marathon, Dodge and Washington counties.

In the Vilas County case, Lombard crashed his car in fall 2018 on State Highway 155 near South Lost Lake Drive in St. Germain.

The Vilas County Sheriff's Department and St. Germain Fire and Rescue were called to the scene. Lombard had to be extricated from the vehicle and was taken to Howard Young Hospital due to injuries.

The responding deputy noted Lombard was on probation for an 8th OWI offense and under driving restrictions. At the hospital, the deputy noted a heavy odor of intoxicants from the driver and questioned Lombard as to if he'd been drinking and to his quantity of alcohol that evening.

Lombard admitted he had been drinking and apologized for his behavior.
