Out-of-state sex offender pleads not guilty to alleged Rhinelander assault

A man accused of sexually assaulting a teenage girl in Rhinelander, and failing to keep up with his sex offender status from Michigan, has pled not guilty to all counts in Oneida County Circuit Court.

Clark Denne Bowers, 36, Rhinelander, formerly of Marinette, Mich., was in court Monday, Nov. 18, on three Wisconsin felony cases, including two counts felony second degree sexual assault of a child with a lifetime supervision of serious sex offenders modifier, fail to provide sex offender information and extradition.

Represented by Mary Roth Burns, Bowers appeared via video before Judge Patrick O'Melia. He waived his right to the reading of the criminal complaint as well as a preliminary hearing. After O'Melia found probable cause to move the case forward, Bowers entered not guilty pleas to all counts.

Bowers is a registered sex offender in Michigan, having been convicted of assaulting a female child in 2013. A governor's warrant from Michigan is in the works on part of the state prosecution - being handled by Jillian Pfeiffer - in which to extradite Bowers back to Michigan where he may face more charges for violation of his sex offender status. That extradition hearing is set for Dec. 18.

A pre-trial conference is set for mid-January in the Oneida County case.

According to court reports, Bowers met a 15-year-old girl from Rhinelander online last spring while still living in Michigan. He traveled to see her at one point - meeting at a local hotel, and eventually moved to the area, renting an apartment and getting employment, court records states. It was at that point he was in violation of maintaining his sex offender status rules in Michigan, according to the complaint. The juvenile female disclosed to Rhinelander Police Department officers she'd been talking and giving nude photos of herself with Bowers via Snapchat "for quite some time." She also said Bowers had taken nude photos of her, and that he gave her gifts.

Bowers remains in the Oneida County Jail on a $10,000 cash bond.
