Rhinelander man charged with child sexual assault

A 28-year-old Rhinelander man was charged last week with one count of repeated sexual assault of a child and one count of first-degree child sexual assault (second contact with a child under age 13), after a woman reported someone living in her residence had inappropriately touched two juvenile residents of the home.

According to the criminal complaint, the woman found one of the juveniles in a dark room with the defendant, Bowe T. Frank, and subsequently both juveniles reported that Frank had touched them inappropriately on multiple occasions.

In interviews with police detectives, the children reported that Frank had touched them with his "front private" and forced them to perform other sex acts.

According to the complaint, Frank left the residence after the woman confronted him with these allegations.

He was eventually taken into custody following a traffic stop in the Wausau area. In a subsequent police interview, he admitted to the acts both children described.

According to the complaint, he claimed his adult significant other had been ignoring him and this was to get back at her.

The complaint notes that these alleged incidents took place in late March and early April, while the ongoing COVID-19 pandemic has forced people to stay in close quarters for extended periods of time.

"The (alleged victims) were basically prisoners in their home and forced to do sexual favors to a 28-year-old male...." the complaint states.

According to online court records, Frank made his initial appearance in Oneida County Circuit Court April 6 at which time bond was set at $15,000 cash. Frank was back in court on April 13 at which time he waived his right to a preliminary hearing.

His next court date is April 27, according to online court records.

Each of the charges Frank is facing carries a maximum sentence of 60 years in prison. The state is also seeking to place him on lifetime sex offender supervision.
