Negligent homicide charge filed following fatal highway accident in Sugar Camp

A 23-year-old St. Germain man found dead late Wednesday evening in the middle of the roadway on State Highway 17 North, alongside a motorcycle, is believed to have been the victim of a hit and run, the Oneida County sheriff's office reports.

According to a press release issued by sheriff's captain Terri Hook, the department received a call at approximately 10:23 p.m. Wednesday reporting a motorcycle in the middle of the roadway on Highway 17 North in the town of Sugar Camp.

"The caller reported the person was not breathing," the release states. "Upon arrival of emergency personnel, the operator of the motorcycle was found to be deceased."

Just after noon on Thursday, Hook issued a second press release identifying the victim as Sean Holtslander, 23, of St. Germain and advising that a 53-year-old Sugar Camp man was arrested in connection with the death.

"Though the investigation is still ongoing, Jeffrey Liebscher, 53, of Sugar Camp, has been arrested for Hit and Run Causing Death as well as Homicide by Negligent Use of a Vehicle," Hook's release states.

Liebscher made his initial appearance in Oneida County Circuit Court Friday afternoon at which time he received a complaint formally charging him with homicide by negligent operation of a motor vehicle and hit and run-involve death.

Judge Michael Bloom set bail at $1,500 cash and then recused himself from the case.

He indicated he knows the defendant personally.

"I know Mr. Liebscher to be a good man," he said. "Good luck to you."

As a new judge will have to be appointed, Liebscher's next court appearance has not yet been scheduled.
