12/9/2019 11:16:00 PM Council takes no action Monday in response to City Hall investigation
Daniel R. Guild remains the chief executive officer of the City of Rhinelander as the Rhinelander Common Council took no action Monday evening in response to the Oneida County sheriff's department's ongoing investigation of alleged misconduct in office and tampering with a public document.
According to records filed in conjunction with two search warrants executed at Rhinelander City Hall Nov. 21, Guild is a "person of interest" with respect to the felony investigation, however no charges have been filed at this time.
Officers from three sheriff's departments, and the Department of Justice, participated in the search which took place over the course of approximately 6 hours Nov. 21.
At the Nov. 25 council meeting, alderman Lee Emmer asked that an item be placed on the council's Dec. 9 agenda for discussion related to the investigation and Guild's status with the city. An item related to Guild and the investigation was included in Monday evening's agenda, but Emmer made it clear the language used was not what he requested.
When the council came to the agenda item, which involved a potential closed session to "consider discipline of" Guild, alderpersons David Holt and Steve Sauer pushed for an immediate adjournment.
The motion to adjourn was made despite the fact that there were other items listed on the agenda after the closed session.
After other council members protested, the move to adjourn failed and the meeting continued with an explanation from city attorney Steve Sorenson regarding the council's options. The attorney indicated the council could place Guild on administrative leave, a non-disciplinary move, if a majority believes he is unable to properly complete his duties while the investigation is ongoing. However, he noted that option would require the council to "list the facts" supporting that contention.
After hearing Sorenson's opinion, the council moved on to the final items on the agenda.
