Traffic stop results in sex offender registration violation charge

A man looking to relocate to the Oneida County area has been arrested and charged with violation of state sex offender registration regulations after he failed to update his address.

Brett Ginter, 23, with a last known address in Clintonville, was pulled over Dec. 3 by an Oneida County Sheriff's deputy for not having a front license plate on his car, according to a criminal complaint filed in Oneida County Circuit Court.

A check and subsequent search showed Ginter was operating without a license and had more than 25 grams of marijuana and drug paraphernalia in the vehicle, the complaint states. A loaded 22 caliber pistol also was found, court reports indicate.

The Wisconsin Department of Corrections (DOC) Sex Offender Registry noted Ginter was living in Clintonville, while his driver's license said he resided in Iola, the deputy found.

Ginter told the officer he'd been living in the Rhinelander area for a few weeks, living in his truck at hotels as well as with a friend. He admitted he was homeless and had spent several weeks traveling to Florida, Colorado and then northern Wisconsin where he had family and aimed to get an apartment, the criminal complaint states.

Ginter was taken into custody on charges of possession of THC and drug paraphernalia as well as operating without a license.

The deputy later investigated Ginter's sex offender status, confirming with the state Ginter had not updated his address as required with them.

The investigating officer was later told by Ginter he had not updated his information with the sex offender registry since April when he became homeless and started traveling.

The registry requires notification of any address changes within 10 days. Ginter was then arrested on that felony charge, sex offender fail to update information (second offense).

According to the Wisconsin Department of Corrections, officials "... cannot confirm or deny ..." Ginter's requirement to register.

"There are certain situations or circumstances with offense history that prohibited the DOC from sharing or disclosing information," the DOC told The Lakeland Times.

Ginter has entered not guilty pleas and is free on a $1,000 signature bond.

He waived his right to a preliminary hearing last week. He will be seen again in Oneida County Circuit Court in February.
